home buyer report中问题请教

达人们,
我的home buyer report出来了。里面罗列的问题比较多。其中问题最严重的3我来复制黏贴下,大家帮忙看看是不是可以和seller减价。如果3全部重修替换的话大概要花多少钱,减价的话大概减多少合理,卖家会接受。3是表示一定要尽快修理的。2也很多,但不急着修理。英文有点多,难为大家了。谢谢!其中最担心的是检测中说天花板和各种瓷砖里面可能有石棉,这个是致癌的,英国的老房子都有吗?你们买的房子怎么样?怎么处理的?

Ceilings
Ceilings are constructed of plasterboard and have been plastered and painted.
The plaster to the reception room ceiling may comprise an Artex plaster, and may
therefore contain asbestos. We would recommend that a sample of this plaster is tested
for asbestos and, if the test is positive, that a plastered experienced in handling Artex is
instructed to inspect the ceiling, and any recommendations are instigated.
There are decorational cracks to numerous ceilings which would benefit from having
cracking cut out and made good prior to redecoration.
The position is evident of a former cupboard fitted

Walls and partitions
Walls and partitions are constructed of stud frame work.
Walls and partitions have been plastered and painted.
The bathroom and kitchen have been partially tiled.
The left wall of the reception room has been drylined internally, at its front end. Whilst we
are unable to confirm the reason for this, we assume it is because there was formerly an
external door opening through this section of wall, prior to the construction of the
extension.
Moisture readings were taken throughout the property, and we can confirm that, at the date
of inspection, no high readings were recorded.
There are decorational cracks to numerous walls and partitions, which would benefit from
having cracking cut out and made good prior to redecoration.
The piers to the sides of the reception room, at the junction between the main building and rear extension, denotes the fitting of a joist, in place to support the rear wall of the main building above.
There were no signs of structural defect caused by the lack of a joist, although we are
unable to confirm the presence of a joist, because of its concealment above the ceiling.
We would recommend that confirmation of Building Regulations approval for the
construction of the extensions, to include a completion certificate, is obtained. If this is not
forthcoming, we would recommend that advice is sought from the local authority in respect
of retrospective application.

Floor
Concrete ground floor and suspended timber first floor.
The property would benefit from creaking floorboards being secured if loose, and replaced if
damaged.
Heel tests were conducted on the timber floors, and there were no springs underfoot to
denote any timber defect affecting the floor joists and boards below the floor coverings.
There are vinyl floor tiles fitted to the built in cupboard to the hallway.
These tiles may contain asbestos. The tiles are in satisfactory condition where visible, and
are not considered to pose a health risk at present. However, should there be any
damaged tiles concealed from view, or should the visible tiles become damaged, this may
pose a health risk to the occupants of the property, as the asbestos fibres potentially
contained within become airbourne. The customer may therefore wish to consider the
removal and safe disposal of these tiles.
If the customer does not wish to instigate this recommendation, we would advise that a
surveyor specialising in asbestos is instructed to inspect the tiles, and that any
recommendations are instigated.

Mains electricity supply.
We were unable to identify the position of the electricity fuse box. There is boxing fitted at
height in the hallway, and we assume the fuse box is fitted within.
The electricity meter is positioned in the external store, together with the trip switch.
There is no extractor hood above the hob to the kitchen, nor a ventilation system to the
bathroom. This poses a threat to the property from a build up of condensation and
subsequent mould growth. We would recommend that such fittings are installed,
accordingly.
Certificates for the electricity system were not made available to us at the date of
inspection, and we would recommend that such certificates are obtained prior to exchange
of contracts.

Mains gas supply.
Gas meter is positioned in the external store.
Wall mounted, boiler positioned in the kitchen, together with gas hob.
There is defunct, floor mounted boiler positioned in the closed void between the built in
cupboards to the hallway and kitchen. We assume that the ‘pipe’ referred to by the client is
the metal flue servicing this boiler. We would advise that the purpose, status and safety of
this boiler is confirmed by a Gas Safe registered plumber, and that any recommendations
are instigated. Advice should be sought on the cost and feasibility of the removal of this
boiler.
Certificates for the gas fittings were not made available to us at the date of inspection, and
we would recommend that such certificates are obtained prior to exchange of contracts.

没什么大问题,石棉很多房子都有,常见。不去动它就没事,如果要动,需要找专门的人,得多花点钱,但是也还好。注意扩建的要向卖家要Building Regulations approval

谢谢回复。第一他说可能含有石棉,不是一定有,您觉得有必要去检测吗?您觉得这5条serious problems 都不是大问题么?
