十年永居申请时的 "within 28 days of you completing your qualifying period"

申请十年永居时，对HO说的"within 28 days of you completing your qualifying period"有点小疑惑，大家对这句话是怎么理解的？

“If you are applying for settlement (known as’indefinite leave to remain’), please ensure that your premium appointment is within 28 days of you completing your qualifying period. If it is not, you should reschedule or cancel your appointment.

If you attend a premium service appointment and submit your application more than 28 days before completing your qualifying period your application will normally be refused.”

我2008年9月18日到UK，现在签证2019年2月到期。如果说预约到Premium Service 那天是2018年9月21号，不知道申请是否有效？

9月18号，提前28天，你8月21号之后就都可以了。
