我的一个房子出租，本来房客是要自己注册council然后交council tax，但是council后来认定我的房子租给两家人（一对男女朋友，一个男学生），所以是HMO，由房东负责council tax。 但是根据我和房客的合同，我是可以charge他们council tax的。 因为我已经交过了，所以我让一个工作的人来偿还我council tax。他说他可以偿还，但是不能一次性付清，需要每个月installment。但是他11月底就要搬走了，也就是搬走以后每个月偿还。我想写一份具有法律效力的个人债务的合同，请问这样可以吗？还是说一定要找律师？ 他给我发email同意他会交council tax， 这个email可以作为凭据吗？
不管法律上如何严格，他走了以后不交钱给你了，你怎么找他，感觉你更应该关心的是这个问题。
请律师写一份合同，或是自己写一份合同，对方签字，然后找第三方见证。
我要求他把雇主信，还有新地址给我。
我觉得不一次性给，就是打算赖掉的。
因为不算是他的错，他一直要注册，但是council一直没接受，反而管我要钱。而我也延误了，所以快到end of tenancy才管他要这个钱。所以我也没有理由让他一次付清，外国人年轻人真的没什么钱， 一共630，都一次付不清。

A owes B £630 in total Council Tax fee for the year of 2018 while A lived in xxxx address, both parties agree A will pay B off in 12 monthly instalments starting from Nov 2018 until Oct 2019, first payment of £52.50 (cash or standing order) will be paid on date xx/Nov/2018 and last payment of £52.50 on the xx/Oct/2019.
