Because the way sash window works, (up and down) it can never close as tightly as modern day windows, therefore, it is not as energy efficient as modern day windows (comparing same profile, i.e. double/triple glazing)

Our old flat is a 189x built tenament flat, with single glaze sash window. It was a listed building so had a bit more restrictions on what can be done, and what cannot be done.
We had specialists looking into replacing the original wooden sash windows with UPVC sash windows in the past when we refurbished it, the conclusion was, if you have (a lot of) money (we are talking about at least £2500 per window), then go for it, otherwise, don’t bother - even secondary glazing would be better.
We had 5 windows and didn’t have £10k plus for replacing them at the time, so we went for repairing/draught proofing the existing ones. That still costed us over £4500 at the time, for 5 windows only. {:5_134:}

Also, i notice the price you quoted, are for quite small, modern day flats/houses’ windows. Old flats’/houses windows are much bigger, so it will easily cost over £2000 per window.

You can have windows look like sash, but with different opening. {:5_137:}
