National Pandemic Flu Service goes online
A new self-care service which will give people with pandemic swine flu symptoms fast access to information and antivirals was launched today by Health Secretary Andy Burnham.
The National Pandemic Flu Service is a new dedicated website and phoneline (0800 1 513 100 or 0800 1 513 200 (Textphone)) for people to get information, check their symptoms and get a unique number which will given them access to antivirals if necessary.
People who have swine flu symptoms will be given a unique access number and told where their nearest antiviral collection point is. They should then ask a flu friend - a friend or relative who doesn't have swine flu - to go and pick up their antivirals.
The flu friend must show their own ID as well as that of the patient. The authorisation number and ID information will be checked to ensure it matches the information provided when the assessment of symptoms was completed.
Anyone who suspects they have swine flu must not go to their GP or Accident and Emergency.
People should contact their doctor direct rather than using the National Pandemic Flu Service if:
they have a serious underlying illness,
they are pregnant,
they have a sick child under one year old,
their condition suddenly gets much worse, or
if their condition is still getting worse after 7 days (5 for a child)
Andy Burnham said:
'The National Pandemic Flu Service will give patients access to information and antivirals as quickly as possible. It will free up GP's so they can focus their efforts on helping those in at risk groups and patients with other illnesses.
'People can still speak to their GP if they are concerned. In fact - it is important to stress that people with underlying health conditions, pregnant women, and parents with children under the age of one should speak to their GP if they have symptoms.
'For the vast majority of people, swine flu has been mild. Some people find that they get better by statying in bed, drinking plenty of water and taking over the counter flu medication.'
Up to two thousand call operators will be trained for a minimum of three hours. Less experienced call operators will be trained for a day. Strict industry standard regulations are in place when employing staff. These include the right to work in the UK (therefore no illegal immigrants), satisfactory employment references and satsfactory character references.
Doctors from the Royal College of General Practitioners will have a special liaison role with each of these call centres and will feed back problems or concerns that arise during the operation of service.
As swine flu spreads, it is important to be able to recognise its symptoms. People who have any of the following symptoms and a temperature of 38° C and above or feels hot may have swine flu.
The typical symptoms are:
sudden fever (a high body temperature of 38C/100.4F or above), and
sudden cough
Other symptoms may include:
headache,
tiredness,
chills,
aching muscles,
limb or joint pain,
diarrhoea or stomach upset,
sore throat,
runny nose,
sneezing, and
loss of appetite.

Flu infects 100,000 in past week

The figure for England is double the total of the previous week and comes as the Department of Health prepares to launch the National Flu Service.
The hotline and website service will give flu sufferers access to drugs without needing to consult a GP.
It uses a checklist to diagnose cases and has been designed to relieve the pressure on the health service.
Pregnant women, people with health conditions and the under-ones will still all be referred to GPs.
The Department of Health has accepted that the service could be abused by people giving the answers they believe will give them access to anti-flu drugs.
But Chief Medical Officer Sir Liam Donaldson has said it is a price worth paying to help the NHS cope with its "biggest challenge in a generation".
He told the BBC this week that the flu service might just be the first step in how the health service responds to a pandemic which has already claimed more than 700 lives across the world.
The death toll in the UK stands at 31, but that is likely to climb when the Department of Health in England releases its weekly update on Thursday.
The 100,000 figure for new cases emerged before the briefing, but it is in line with what experts expected. Last week there were an estimated 55,000 new cases.
Under contingency plans, non-emergency operations can be cancelled, while doctors can be moved around the health service to help flu hotspots cope.
The flu service does have some security checks in place. Those who are diagnosed with swine flu are given a voucher number for a flu friend to collect their drugs from a collection point.
Each person has their own unique number so the service will know if an individual is trying to get more than one dose of an anti-viral drug.
The flu friend will also have to present ID for the patient when they collect the drug.
It will be staffed by 1,500 call handlers to start with, although there is already capacity for 2,000 people in the network of call centres.
Demand
The free-phone number will only be operational from 8am until midnight, but officials stressed that it will expand to meet the requirements of the pandemic.
Details of the website address and helpline number have yet to be released.
The launch of the service was announced last week after GPs and NHS Direct reported a dramatic rise in calls and consultations.
Every region of England is now seeing "exceptional" levels of activity with the exception of Yorkshire and the Humber.
And a poll of 1,500 NHS staff by the Health Service Journal and Nursing Times showed 14% did not think their organisation was coping successfully with the pressure.
The flu service is not covering the rest of the UK as Wales, Northern Ireland and Scotland have all experienced much less demand.
They will be able to plug into it if and when they need to, although experts have said Scotland appears to be over the worst of this phase.
Dr Richard Vautrey, of the British Medical Association, which has helped to design the checklist being used by the flu service, said: "What we have to remember is that this is a unique situation.
"Some GP practices are receiving hundreds of calls a day and we have to prioritise so we can see the most seriously ill.
"It has been designed by doctors to pick up problems that need to be seen by someone with a medical background.
"So as long as the call handlers get the correct training we can be confident in this service."

UK swine flu deaths jump to 29
Twenty-nine people have now died in the UK after contracting swine flu, up from 17 on Monday, the government has said.
It comes as the number of new cases hit 55,000 last week and the NHS has seen a surge in calls and consultations.
Ministers in England have responded by promising the National Flu Service will go live at the end of next week to relieve pressure on hospitals and GPs.
The government has also warned that deaths from swine flu this winter could be between 19,000 and 65,000 in the UK.
Experts said it was impossible to predict exactly, but with a third of the population perhaps becoming infected in the coming months the death toll could rise to such numbers.
The World Health Organisation has also described the pandemic as the fastest-moving one ever, adding it was now pointless to count every case.
The pandemic flu service will allow people to get access to anti-flu drugs by calling in or using the internet.
It will not be available in Scotland, Wales and Northern Ireland as officials believe the demands being placed on the health service there are not as great.
In England, the rate of calls to NHS Direct is four times higher than would be expected for the winter, while the number of people in hospital has doubled to 652. Some 53 of these are in a critical condition.
In the worst hit areas, hospitals have reported having wards full of children with swine flu, while GP practices have said they are seeing between 50 and 60 flu cases a day.
Every region of England has seen a rise in demand for services during the past seven days with only Yorkshire and the Humber not now reporting "exceptional" levels.
Pressure
Chief Medical Officer Sir Liam Donaldson said: "The flu service will mean the pressure will get taken off front-line staff to allow them to concentrate on the most serious cases."
But he said there were still no signs the virus was mutating and becoming more severe.
And he added despite reports of delays with a vaccine, the UK was still expecting the first batches by the end of August with 60m doses by the end of the year.
Of the 29 deaths, 26 have been in England and three in Scotland.
The most recent victims include a Swindon patient and a female tourist who died in Scotland.
The woman - who suffered underlying health problems - died after being admitted to hospital in Inverness three weeks ago.
However, Sir Liam said it was important to keep the rising death toll in context.
During the 1999 to 2000 winter, seasonal flu deaths reached 19,000 and even during average winters there are normally anywhere between 6,000 to 8,000 deaths.
Professor Stephen Field, president of the Royal College of GPs, said: "The flu service has come at the right time. GPs in the hotspots were under a lot of pressure and this should help."
But shadow health secretary Andrew Lansley questioned whether the NHS would be able to cope.
He said there was little guidance for GPs and the outbreak was going to "dramatically" test the capacity of hospitals.
He added that with a hospital system that ran at close to full capacity all the time it was difficult to add additional capacity.
"So some of the decisions about priorities, of cancelling elective operations, of deciding who to treat in hospital and who not to treat in hospital - they will be quite difficult decisions if some of the assumptions about the increase in the number of cases is as great as the government are predicting."
