有2篇论文要写，题目是：
1. compare and contrast the different ways that the potential environmental impacts of proposals and plans can be considered as part of decision making.
2. Discuss the contention that the formal, technical-rational model of the environmental policy process is an adequate account of environmental policy in practice.
这2篇都是环境管理系的论文，题目不是很明确，不知道结构应该怎样写，发邮件想问下老师，结果被老师臭骂了一顿 
，说老师不会给你提建议，甚至于很rough的建议，苹果的各位GGMM，帮忙救命下吧，只要把2篇论文的意思，和rough的建议说下就行，小弟不甚感激

不懂你的专业，我的想法是：
1， proposal 和 plan肯定是不同的，你就用理论啥的，从效果、难度、造价啥的对比啊，比较啊。
2， formal, technical-rational model是不是考虑了所有environmental policy 的process呢？？你需要看一些书去思考这个问题，哈哈。
