我想问问mm那个看到的?或者听说的? 不过我想这也是英国整体的趋势。

In 2007, the Department of Health and Home Office launched a joint review into acccess to the NHS by foreign nationals. It was tasked with examining the rules on charging non-UK residents for access to NHS services in England. Ann Keen announced has today announced the results of that review.
In short, the government has decided that there should not be any significant change for either primary or secondary care. A number of proposals will however be put to publica consultation in the autumn. These include, empting from charges asylum seekers whose claim has been refused but who are being supported because there are recognised barriers to their return home; exempting, too, unaccompanied children, including those in local authority care; allowing UK residents six months’ absence from the country per year before considering them for charges for NHS hospital treatment; increased co-operation with the UK Border Agency to recover money owed to the NHS, and exploring options to amend the Immigration Rules to bar visitors with significant debts to the NHS; and, finally, investigating the longer-term feasibility of introducing health insurance requirements for visitors.
Ann Keen said: “These changes will support a clearer and fairer system of access to free NHS services that will maintain the confidence of the public and prevent inappropriate access while maintaining our commitment to human rights.
“These measures strike the right balance between controlled access, the protection and promotion of wider public health, and ensuring that the healthcare needs of the most vulnerable groups are protected.”
The public consultation will be conducted by both the Department of Health and the Home Office, co-ordinating efforts separated by areas of responsibility. Subject to the outcome of the consultation, changes would take effect as soon as possible in 2010.

个人理解,就从这篇文章看,并没有说要对有PR的人收钱,这个non-uk resident怎么定义,下面关于6个月absence的说法,应该是如果长期居住在uk的人,只要离境不超过6个月,还是可以享受免费nhs吧。毕竟uk residents不等于british passport holder....
不过总体趋势的确是要对非英国人进行收费的,不过预计不会很快就一刀切,这个政策一改,影响恐怕不亚于永居和入籍政策的修改吧。
