我的意思是说,英国目前在欧盟里也是三心二意。欧盟的主体也是德国法国。欧盟内部自由流动的最大收益人还是德国。而欧盟农业政策的最大收益人是法国。英国人进不去核心圈子。面对这个问题,无非两个思路:
要么就进一步,完全融入欧盟,交出更多的主权,加入更多的欧盟范围内的协定,让欧盟的法律和执法机构来协调这些问题,同时自然也要共享自己的政府数据库。
要么退一步,减少与欧盟方面的合作,强调英国的主权,来解决目前欧盟内部自由流动的问题。
进一步的话,英国人估计很难接受,现在英国国内民粹势力蛮大的,各种UKIP, BNP,EDL,同时英国政府的数据库也确实不想公开。民间警察记录什么的,不算什么(当然,有心的话,可以利用这些数据修正保险政策,也是金矿一样重要)政府层面的情报数据就更珍贵了。因为英国和美国以及其他几个讲英语的小弟有五眼同盟(en.wikipedia.org/wiki/Five_Eyes ) 内部情报共享,对外自然要保密。不对德法透露内容,也是当初约定好的。所以如果英国要加入欧盟的数据共享计划,德法肯定会故意说要加入就一揽子加入,民用数据和情报数据一体解决,这样简单利落,不拖泥带水,夜长梦多。但是英国肯定不会答应。以为也由不得英国,这事情美国第一个不答应,如果英国硬要加入,估计也就没有和美国情报分析的好处了。
退一步的话,英国其实也玩不起。当年欧共体成立的时候,英国就没及时加入,认为自己手里牌更多,不至于和二战中灰头土脸的法国和当年自己的手下败将德国坐在一起。而且当时也确实无法舍弃英联邦内部贸易特惠。结果就没加入。然后就导致德法大发展,然后英国颓唐不已。内部矛盾不断,科技和经贸优势都败家败的差不多了。70年代干脆有了一天工作3天的奇葩现象(http://en.wikipedia.org/wiki/Three-Day_Week)因为工会罢工,发电不够,只好如此。所以后来只好千求万谢加入欧盟。代价是英联邦内部的贸易优惠和自由流动就基本上没了。现在英国要是想再单干,恐怕没这个本钱了。起码美国不会支持。而各个跨国公司本来就是把英国当做欧盟内部桥头堡看待的,退出欧盟的话,估计会有一大堆撤资的事情。工商界的阻力估计比苏格兰闹独立还强。
而不论进一步还是退一步,中国人一则与欧盟国家没关系。二则不是英国本土民族。外来民族里边,规模也不够大。所以无论是欧洲优先主义,还是小英格兰主义,都对中国人不是好消息,只能扮演被牺牲被忽略的角色。
具体到车牌问题,如果进一步,采取欧盟优先主义。那么,欧盟其他国家的车牌和保险能够更好的运行于英国,而英国警方也能掌握其他欧盟国家的数据(当然也要配合其他欧盟国家警方的行动,恐怕还有要服从欧盟层次警察协调机构的命令)。只是中国人与这个政策无关。作为非欧盟公民,也很难去东欧买车并买保险。
如果退一步,不承认欧盟其他国家的车牌和保险(其实如果是非欧盟国家的车辆买了欧盟国家的保险,英国警方也是不认的,很多阿拉伯人就吃了这个亏),中国人自然无法用中国的车辆牌照和保险,估计中国的驾照也要查的更严。表面上看是与其他外国人一个待遇了,但是,如果这样的法律能通过,恐怕是英国社会开始强调本土优先的小英格兰主义,并且打民粹主义牌的结果。肯定还会有其他针对外国人的法律出台。中国人作为从外貌到语言到文化到生活习惯都与英国人差异很大的种族,恐怕会处于相当敏感的位置上。日子也不会好过。恐怕要想办法进一步讨好本地人,收起自己的文化特殊性,去更加模仿英国人。才能有一点点的认可。想进入政经上层,基本上是不行了。这样的日子,恐怕也不是什么好消息。

Hundreds of thousands of foreign motorists driving illegally in Britain face tough new measures from tomorrow.

The crackdown will deal with those who fail to register their vehicle if they stay longer than six months.
An estimated 350,000 drivers flout the law, refusing to pay car tax, parking fines and insurance and ignoring MoT safety checks. The Treasury is believed to have lost £60million in tax and the London borough of Westminster alone says it is owed £3million by foreign drivers who have not paid parking fines in the past three years.
Next month Revenue and Customs, which keeps a record of every foreign car entering and leaving the UK, will share this information with the Driver and Vehicle Licensing Agency.
This will allow authorities to prosecute drivers who ignore the six-month limit. Transport Secretary Patrick McLoughlin said: “These common sense measures will save money and right a wrong. It is only fair that everyone who uses British roads on a regular basis pays their way.
“And it isn’t right for anyone to be avoiding punishment for traffic offences while driving around in a car that isn’t fit to be on the road.”
Priti Patel, Exchequer Secretary to the Treasury, added: “This clear measure will make sure that our roads are safe and all drivers pay the taxes that are due.”

Last year DVLA officials admitted they had no records of cars arriving in the UK, which made it impossible to prove how long drivers used foreign plates. They also said no prosecutions had been brought against owners of foreign-registered vehicles that had remained in the UK beyond the six-month exemption period.
This scandal was revealed by Conservative MP Andrew Percy, whose constituents in Yorkshire and Lincolnshire complained of eastern E uropean immigrants driving with foreign plates long after their arrival in the UK.
Last night the MP for Brigg and Goole said: “I have repeatedly raised this issue in Parliament after seeing first hand the problem in my constituency where there have been reports of a number of eastern European migrants driving around with foreign number plates, in some cases for years after they arrived in this country.
I very much welcome the Government taking action on this issue, which is an issue of fairness. “It causes a lot of resentment locally when constituents see these individuals driving around in illegal, untaxed, uninsured and unsafe vehicles.”
Last night a spokesman for the Local Government Association said the move “would be hugely welcomed by residents and councils who are fed up with certain drivers of non-UK registered cars cheating the system to park as though they are above the law”.
Six police forces will take part in a trial before the scheme is rolled out nationwide, including Thames Valley, Hampshire, West Midlands, West Mercia, Staffordshire and Northamptonshire.

英国这个也会有同样问题。隧道入口和每个码头都要设立相应的检查和拦截,同时还要保证通行的效率,繁忙的时候很难执行。当然,威慑的效果还是会有的,至少很多人不会肆无忌惮了
哥们儿上海和英国港口没有可比性,你忘了一点就是人口数量。开车坐渡轮往来英吉利海峡两岸的私家车本来就不多,欧盟国家的车更是少的可怜,渡轮上私家车也就二十来辆,我往来很多次从来没排过队,每次渡轮上都是空荡荡的。另外,如果欧盟的车真有违章记录,不说公路上是否被警察劫下,到了港口他的车连第一关都过不去,更别说上船了。到了关口他才会发现一帮警车等着他一辆违章车:lol
保险呢?保欧盟牌照还是左驾能贵到哭吧…
好像现在在轮渡海关上,就已经改了,如果是从欧盟来的车子,必须进入在线数据库。

你如果只是想制作一张假的、事实上在欧盟国家里面都没有登记的欧盟牌照挂上,那就不好说了。那是十足的造假,抓住了,会严重处罚的。
现在都能开车回国啦?
