MUST NOT是禁止，should not只是建议罢了，不具有强制力，除非当地council明确标明此人行道不准停车，或者造成了obstruction…否则警察是不会管的…

大城市市中心council肯定就管制了，其他地方真不好说，只要没有黄线，唯一的办法是录下车在人行道上停下的整个过程视频，举报他在人行道上违章行驶
