可以看看这个法规, 先跟邻居好好沟通, 必要时引用法律和说明已经给你造成不适，请其移动垃圾桶或者告知你要移, 一般都会有效果，沟通时候留好证据(如拍照）。如果是地理位置没办法移动，你可以参看同条街的别人的处理给邻居建议。section 82. “the person aggrieved by the nuisance shall give to that person such notice in writing of his intention to bring the proceedings as is applicable to proceedings in respect of a nuisance of that description and the notice shall specify the matter complained of”.
如果还是无果（不能移动或不愿移动）同时你也不能忍的情况下，你可联系authority claiming waste smell 造成你精神压力甚至喉咙不适等（这个看你自己的状况，也不要太夸张，毕竟有可能需要你提供医院证明，精神压力是没问题的特别是现在with covid-19）。according to section 80 他们有义务也有权利处理 smells coming from filthy or vermin-infested premises or an accumulation of waste constitute a statutory nuisance. 不过我估计如果是客观地理位置无法改变整条街都这样的话，你的claim难有结果。

谢谢你，这是非常有用的建议，其实他可以将垃圾桶移到后院，但是我并没有要求，因为我也将垃圾桶放在前门旁边，只要他能用黑色垃圾袋先将垃圾装好打结再放进桶里，完全不会有任何味道飘出。
我就怕给他们引经据典的，我这种英文烂的说不过他们。
