想请问大家这个新房10年building premier guarantee是否需要每年交纳费用？律师告知有这个certificate，每年都要交一个insurance premium的费用。这个不同于annual building insurance (另外一笔保险费需要每年交的). 想请问大家这两个保险费有什么不同？

我家的这个十年保修不用另交钱，开发商事先安排好了的，是管建筑质量问题，比如说屋顶因为建筑质量不好莫名其妙漏了的话，它可以管。而building insurance管的是天灾人祸accidental incidence, 比如说一颗大树倒下砸穿了屋顶这种，火灾水淹什么的，这个是自己每年交钱买的。

另想问关于building (flat)方面的，买家都需要得到哪些材料，我们的律师找卖家律师要planning and building regulations completion certifications，copies of original local authority consents for the development and copies of the building warranty which should have been issued by the original developer。卖家一直都没回复。这买房已经拖了快四个月了。
我家是house, 我自己不记得complete前看到过这些文件，building complete certificate律师可能看到过，我们council 那个building concent网上直接可以查到，而planning complete我律师说新建的房子总有几个outstanding 的不需要全部complete. 我complete那天收了一个包含很多文件的夹子，里面有个developer两年的building warranty, 那个包括的东西很多，基本上什么都修，不像十年的那个只管建筑结构上的东西。
