今天看了新的PSW申请表， 里面提到Identity Card for Foreign Nationals必须要和申请表一起提交。 但是没有这个Identity Card怎么办啊？ 要自己去申请吗？

所以我如果不能提交ID卡的信息，应该怎样写这个理由呢？我现在的学生签证是2007年12月批准的。

这个翻译成英文后是就理由了
因为ID是2008年11月才推出的呀 之前得到的学生签证的人是没有的
