中国银行的存款证明不可以用作签证？？？！！学校因为这个不给我发CAS，哭死了，明天最后一天

大家看下这一段，
A certificate of deposit is issued by a bank to confirm that the named person has deposited or invested a specific amount of money. Certificates of deposit are not listed as acceptable evidence in the immigration rules or the Tier 4 policy guidance, but UKBA’s Modernised Guidance for staff assessing Tier 4 applications (updated 29 November 2012) [www.ukba.homeoffice.gov.uk/sitecontent/documents/policyandlaw/modernised/studying/pbs-tier-4/pbs-tier-4] confirms on page 89-90 that a certificate of deposit will be accepted if it meets all the following requirements:

the certificate of deposit must have been issued within 31 days of the date of application;

at least 28 days must have elapsed between the date of the deposit and the date of issue of the certificate;

there must be no wording on the document which indicates the funds are frozen or otherwise inaccessible.

学校的人现在在审核我存款证明，说我存款证明不符合要求，因为中行的每一个存款证明后面都有这样一段话

5、本“存款证明”的接受人应特别注意，在存款人将“存款证明”正本退回银行后，存款人有权要求银行在“存款证明”中所载明的截止日之前解除对“存款证明”项下款项的冻结。
The recipient of this certificate shall be aware that the depositor is entitled to request the removal of the freezing of the accounts under this certificate by this bank before the ending dated indicated therein upon the return of the original certificate to this bank.

学校管CAS的人说因为我证明不合格所以不发CAS给我，现在没法解释为什么他们要审核我材料才给发CAS，事情很长，但因为有“冻结” freezing frozen的字眼，真的签证过不了么？？？

跪求各位帮帮忙，我必须在1月7号前提交签证，但是明天学校就放假了，一直放到7号，怎么办啊！！！！

不是特别明白为什么不能写这笔资金是冻结的，国内的银行就是把钱冻结住才肯开存款证明。
否则这里开了，把钱转到别的银行再开一份！

这里面说得很清楚了，只有将“存款证明”正本退回后，才能解冻！
你现在把正本给学校（或者给UKBA），证明你的钱还在银行。

我突然间明白了，
UKBA的意思是，你的钱是非法的，所以给冻住，你不能用。
你跟学校解释一下，我们国内的冻结(freezing)不是英国的frozen (inaccessable)这个意思。

你再解释一下，
国内每个人出国都是这样办理的，
你第一次从国内签证的时候也是这样办理的

别担心，就算学校明天放假，
现在也有个28天的政策，你的签证到期后28天内申请都是可以的！
你这种特殊情况，到时写个cover letter就好了！

UKBA不清楚国内银行这个freezing的意思，以为这钱是无法动用的，我之前就因为用国内的账单被拒签过一次，后来appeal和法官解释清楚就给了签证。。但是很麻烦，还要国内的银行给开证明说这个资金是可以动用的。

多谢2楼的解释，28天过期还可以再申请那个对我适用不了，我是拿了圣安以前硕预的签证，在格拉读了1学期，我一开始不知道这样是不行的。我现在命全捏在学校international student advisor手上。而且他不管我怎么解释，一味地坚持说不能有freezing字眼，有freezing字眼就不给我发cas。

我明天反正就照事实说了，爱咋咋地吧，刚打电话跟家人大哭一场。

3楼你的意思是说还要再单独开一个别的证明？中行没有这样的服务啊。全英国多少人用中行的存款证明都过签证了，我第一次签证也是这样过的，这老太真是让我要疯了。

存款证明不行，就给开流水单，就像这里的bank statement，证明存够了28天，这样总可以了吧？

你直接开个流水单，翻译一下不就行了

别和家人吵， 他们也不想这种事发生啊。 平心静气按照上面两位说的去做就是了。

虽然我没有特明白你所说的破预证的事情！

现在还是先把事实解决好：
1 跟学校解释一下
2 跟3楼所说的，叫父母去中行出个中英文证明。如果不行，出个中文的，然后赶快找个翻译的地方！
3 打流水单也行，不过，定期存款是打不出流水单的。流水单只能打活期的，这个办法不一定通。

以上几种方法同时进行！

解决了签证，还是得好好读书！
读书是改变许多寒门子弟的办法，有许多人想读都没得读呢！
当年，我也是很艰辛才有读书的机会，所以，我很珍惜！

你的存款证明拿你国内什么开的？存折？存单？只要拿记录28天的流水单都是可以的，给学校人看还不容易。这里续签的确都是因为ukba里有些人不懂我们的存款证明而拒，真是有本土化的意味。
