我弟弟现在在格拉斯哥读书，他老婆和他一起来的，我弟弟是学生不用交council tax，但是council说他老婆要交，是这样的吗？他老婆学生陪读签证，又没有收入，还需要交吗？希望大家指点，谢谢！
理论上需要，可以减免25%
但是如果他不告诉council她老婆住在这里就不用交，当然被council发现了就完了

楼主看下council的原文, 有些council只要是full time student的spouse 或者dependent都可以有减免, 但是Glasgow的council只给全职学生exemption
每个council都可以有自己的减免制度
简单说，如果房子只有你弟媳一个非学生，会有25%的减免，需要你弟学校出证明。超过一个非学生就没有任何减免。唯一的就是多找人合租share这个council tax。别骗Council说没住，被查到会影响签证。不知道spouse是否可以申请benefit，如果有，也可以减免council tax。

I am a student but my spouse/dependant is from outwith the UK – what
are the rules for me?
If you are a full-time student but also live with a spouse/partner from outwith the
UK, they can also claim Council Tax exemption if they can prove that they either
have no recourse to public funds or are prohibited from taking paid employment.
Example: John is an international student and his wife Debbie is a non student
who is prohibited from taking paid employment or receiving benefits, They apply
for exemption and provide proof of student status, and provide a copy of the
Debbie’s passport showing “no recourse to public funds” or “prohibited from
taking paid employment” they both will be held liable for Council Tax and a full
exemption granted. Therefore no Council Tax is due to be paid.
所以，不用交，只要你是非欧盟学生。苏格兰人还是比较nice的。你拿着护照去council说明就好了。
