From 31st March 2009 you will NOT be able to use a Postgraduate Certificate or a Postgraduate Diploma to apply for Tier 1 - Post Study Work. However, you will still be eligible to apply for Tier 1 Post Study Work if you have a PGCE teaching qualification.
这是说，普通的硕士、博士毕业生没有资格再申请PSW，除非他们另获取了PGCE教师资格证吗？
PGC 和 PGD不是学位，是学历， UK DEGREE 包括 bachelor, master and PHD, 3月底以后，你就不可以凭借PGC和PGD这些学历申请PSW了，除了education的PGC
You will no longer be able to apply if you have a postgraduate diploma or a postgraduate certificate. The only exception is if you have a UK Postgraduate Certificate in Education. You can still apply if you have a degree (or an HND from a Scottish institution).
If you have already passed your postgraduate certificate or diploma and you meet all the other requirements, including the maintenance requirement, you should ensure that you submit your application (by post or or in person) before 31st March

二楼这位仁兄说的很对。英国就算再怎么想避免外国人跟本国人抢饭碗，但是还是很看重人才的。所以不可能说不让硕士生和博士生申请PSW。一楼看到新政策的时候先不要紧张，还是应该先搞清处DEGREE与POSTGRADUATE diplima 和POSTGRADUATE CERTIFICATE的区别。
The applicant has been awarded:
a) a United Kingdom recognised bachelor’s or postgraduate degree;
b) a United Kingdom Postgraduate Certificate in Education (PGCE); or
c) a Higher National Diploma (HND) from a Scottish institution。
所以如果你将来不会拿POSTGRADUATE DIPLIMA或者是POSTGRADUATE CERTIFICATE，根本就不用担心。
