PSW 一定要在学生签到期前申请么？ 就算是国内申请也要么？

这是从PSW POLICY GUDANCE看到的，

This should be completed by applicants who are either:

Currently outside the UK and wish to enter as a Tier 1 (PSW) migrant. Prior entry clearance is mandatory for this route. Anyone attempting to enter into the UK through this route without entry clearance will be refused entry.

是说如果在国内申请PSW， 也必须是学生签还没有到期才可以么？

entry clearance 说的是英国境外的申请者需要进行审查，其实就是办签证了，怎么审查是他们使馆的事。跟境内转psw手续不一样。
跟学生签证没关系，如果没记错psw是毕业之后一年内可以申请吧。
