survey报告出来了,大家帮我看看,有经验的进来帮忙看看

刚今天拿到SURVEY的报告,有几个问题,大家帮我看看严不严重阿,如果修的话需要多少钱?谢谢大家了
房子大概1960建的
1)The main walls are finished in brick and plastic cladding, measure approximately 170-325mm thick and are assumed to be of a mixture of cavity, solid and timber framed construction.There are signs that the property has been affected by past structural movement as evidenced by cracking to the rear elevation and gable wall (internally). So far as can be seen from this single inspection the movement appears to be long-standing and does not appear to be progressive.
There is evidence of a modern bituminous strip damp-proof course to the main walls. Systematic checks for dampness to the inside face of external walls reveals
there is none of significance.
There is a risk that metal ties built into a cavity wall built before 1982 will corrode.
There are no obvious signs to suggest that they have corroded, but the need for
eventual wall tie replacement should be anticipated.
Deterioration is evident to the wall surfaces including localised areas of weathered
pointing and repairs are required.不知道这样的情况修的话需要多少钱呢?会不会是subsidence造成的呢?

2)penetration to enclosed areas beneath, which can cause rot and decay.这个是说厨房Built-in fittings (built-in kitchen and other fittings,not including appliances)。还有就是之前的房主改过厨房,所以这次的报告里就提到The property has been altered including extending the kitchen accommodation into
the former access passage to the rear. Legal adviser to confirm that Local
Authority approvals were obtained and complied with. There will be complications
if you proceed without the relevant documentation for works that have been
carried out.这个是要怎么去find out呢,直接打去council 问吗?

3)整个房子里没有heat and smoke alarm

4)电,gas,water最近12个月都没有service过,boiler也是12个月内没有service过
The mains electricity is connected with the meter and consumer unit located in an
external meter cupboard.
I am advised that there is no recent test certificate, dated within the last 12 months,
for the installation. An electrician must inspect the system. See J3.
Arrange for a qualified electrician (e.g. NICEIC/ECA registered) to test the
installation and provide a report and quotation for any recommended work with a
subsequent test certificate when completed.

The mains gas supply is connected with a meter located in external services box.
I am advised that there is no recent test certificate, dated within the last 12 months,
for the gas supply and appliance(s). See J3.
Arrange for a report and quotation from a Gas Safe registered engineer for any
recommended work with subsequent test certificate.

A mains water supply is connected. A stopcock is located in the pavement.
The plumbing where visible is in copper tubing.
The plastic cold water storage tank is located in the roof space.
The cold water storage tank does not meet current requirements regarding lagging.

Central heating is provided by a ‘Baxi Bermuda SP3’ wall mounted gas fired back
boiler located in the lounge fireplace supplying the radiators throughout the accommodation.
The appliance is fitted with a conventional flue which discharges via a purpose
made ridge vent at the top of the roof space.
Heating systems of this type require correct servicing and maintenance to ensure
efficiency and safety. The boiler has not been serviced within the past 12 months
and I recommend a test and service of the system by a heating engineer. See J3.
The heating system is dated. Although functional it should be regarded as
approaching the end of useful life and replacement should be anticipated. I
recommend you budget for renewal. It has a poor energy efficiency rating and
running costs may be high.
You should ensure that the flue serving the is properly lined and an appropriate
terminal vent fitted. I recommend you obtain further advice.
Ventilation to the back boiler may be inadequate and need improvement in the
interests of safety. Further specialist advice must be obtained.

Hot water is provided by the central heating boiler. There is a hot water storage
cylinder located in the airing cupboard and fitted with an immersion heater.
The hot water system is dated and it is likely to be approaching the end of useful
life. Although functional you should budget for replacement.
The system has not been serviced within the past 12 months. I recommend a test
and service of the system by a heating engineer

是不是Boiler 快要換新的? Baxi Bermuda SP3’ wall mounted gas fired back boiler大致多老了

不好意思问题比较多,实在是不太懂所以放上来问问大家,希望大家给点意见,这些问题如果全部解决的话会不会要花太多钱? 弄起来嘛不麻烦,如果太大工程我就不要这个房子了,谢谢大家了

1。你问问surveyor,这个问题是不是需要找structural engineer去看看,结构的问题还是需要专业的人去看的。

2。通过你的律师问卖房的人,也可以问问council的building control的人

3。10几镑买几个,一层一个。

4。电气的证书有当然最好,但现在卖房的人很少愿意提供。Boiler安装的位置不太好,通风不行,需要检查和改善这个问题。新的Boiler除了排风口外是sealed,如果换个新Boiler那装在任何地方都可以。

请问楼主,survey 估价 和你的offer区别是?

别的不懂,电气没Sevice太普遍了,多数自住房都不弄这个,自己找个电气工程师查一下没安全问题就好。

锅炉老也不是大问题,有3000镑差不多可以换新的了,我买的房从建房就使这个老锅炉,1986年的房子,锅炉也很差劲了,打算转年手头宽裕点就给换掉。

survey没有给出一个估价,只是说我们的价钱比较reasonable,我们也挺郁闷的,就怕给贵了

真个锅炉系统换是3000左右吗,因为我们看的这个房子的锅炉是在墙里面的,用fire place挡着的,就是不知道会不会比其他锅炉难弄
也不知道能不能用这个再砍砍价

问题20:购买二手房时,或者搬进二手房,燃气和电气安全检查是必须的吗?

回答20:英国多数买房者都是买的二手房,Home Buyer Report是由买家出钱找资格人士评估一下房子为买家出的房子基本情况的报告。由于这些评估专家是通才不是专才,他们不是资格燃气工程师和电工,所以对锅炉、暖气和电气部分的检查是粗略的,也为了保护他们自己,他们宁可多建议一些让买家再花钱检查的项目,在报告里把一些问题或者不确定的因素和他们看不懂的方面说的都显严重些。

任何2005年后的电气安装和稍大一些的改动,都应该有正规completion certificate留给房主,这是政府建筑规范Part P的要求。注意,这里说的是安装证书,不是检测证书inspection or condition report。现行英国电气标准是17th Edition IEE Wiring Regulations,又叫BS 7671:2008,是2008年开始实行英国国家标准。老房子如果没有在2008年后进行过正规电气升级几乎没有一个能够达到此标准,规定也没有强制要求一定升级到此标准,所以如果survey报告上说明电气线路没有达到现有标准是普遍的。但是按照BS 7671:2008规定,民用住宅最多每10年,或者每次更换房主或者住客时,应该进行一次电气安全检查。

电气线路没有达到目前标准,在购买后也建议升级,毕竟新标准更安全了。具体如何升级,应该根据专业资格电工和检查评估后决定。这个评估报告,需要有资格专业电工来做,全名称为Domestic Electrical Installation Condition Reports,市场价格是150英镑。

锅炉等燃气部分,尽管没有规定说住户一定需要定期安全检查(参见上面问题13的回答),但是说有责任使燃气用具保持在良好和安全的工作状态,所以定期用燃气工程师保养你们家的锅炉和壁炉等其实也是必须的。如果是出租房的房东,法律要求每年都要做燃气方面的Landlord Gas Safety Check(Certificate),这个检查伦敦做一次的话市场价格是60英镑。

如果是中国人家个人买房想DIY检查锅炉和暖气热水系统的话,可以用我们特意给中国人写的 checking list 来进行。我们也经常收费出现场给中国买家检查水电和煤气,除了出具专业报告,也给客户用通俗的语言讲解一下全房的plumbing, heating and electrical system and condition,实在地给出是否建议升级的建议。

确实是个back boiler,在壁炉的后面。其实故障率也不高,因为它简单嘛。但是效率肯定不高,还有室内通风要求,很多人家都改成combi boiler了。

这种老系统的突出问题是水压低,几乎不能好好洗淋浴。

选个好combi锅炉Vaillant ecoTEC 831,改热水系统,去掉天棚水箱,和二楼水罐,费用全部超过3000了。

之前的房主改过厨房, 我老公打去了問了Council, 沒有記錄.然后打給侓師,他們說如果厨房在這十年之內弄的話問題比較大,如果是十年之外弄的話問題比較好,因為之前的例比較寬鬆.有人知道這個是真的嗎?而且在沒有找Council的話可以買一個好像叫Redemption policy.這個有什麼用?

中介說厨房三十年前弄的, Coucil說要補一個regularisation application,這個難弄嗎

而且COUNCIL回信說從Leasehold改成Freehold要7000磅,這正常嗎?不是有人說一千多嗎?通常這個是賣家給還是買家給?

补reguation application的问题得看你的extension是什么样的,你可以带点相片去council咨询一下。可能买insurance更简单吧。

leasehold改freehold没有做过,不过几千可能差不多吧,因为延长lease都要花上千的。

里面看不出来,外面看还差不多。

成龙大哥,我还想问这个lease hold改成free hold的七千多让卖家付合适吗?中介一直在强调说卖家觉得卖给我门太便宜啦,我担心他们不肯付这7000磅,如果不改成free hold 有没有问题?

没有应该谁出的问题,就是双方交涉,买方唯一的武器就是不买,卖方唯一的武器就是不卖。

house一般是freehold,flat一般是leasehold,如果和大家公认的东西不一样的话以后卖的时候可能麻烦些,卖的“便宜”可能就是因为是leasehold的原因。

Extension 是在Kitchen從中間的柱到最右邊(請看圖)

本來Kitchen很小,所以房主把Kitchen跟車庫中間的過道改成一個比較大的Kitchen (請看原本的Floor Plan) 我從別人家拷過來的.

1)如果是這樣我們要賣家补reguation application嗎?還是我們自己弄?

2)請問Redemption policy有什麼用?

3)中介說厨房/Extension是三十年前弄的,但看厨房不像有30年老吧?

比较重要的就是厨房和车库之间的墙打掉以后上面有没有加适当的承重钢梁,其它都不是什么大问题。

如果房子在10年内有改动需要build control的证书而没有这个证书,那council的building control部门可以要求房主把房子恢复到原样,这样不就有花费吗,Redemption policy应该是用来保这个花费的(你最好和你的律师check一下)。

什么时候做的很难看出来,有可能厨房是后来另外装修的。买房子过程中如果卖主提供了错误信息以后出现麻烦的时候,买主可以和卖主打官司而且基本可以win,我以前看到过case,卖主和邻居有纠纷但卖房的时候卖主说没有纠纷后来买主和邻居纠纷的时候发现是老问题,最后打官司win了。
