我有一次在路边停车忘记买ticket被council罚了35磅，请问这算不算是A caution, warning, reprimand or fixed penalty notice？

应该不算吧，这种停车罚款。我LG以前也被罚过，但不是故意的，不过申请签证的时候也没提这个
