我看好多帖子里都说从拒信发出日算起 就是官网没找到相关说明 心里没底
I suppose you have not read the UKBA website carefully, you can see the information I have attached below (especially the part with red highlight).
You will meet the English language requirement automatically and score points without having to send further evidence if:
you have previously been given permission to stay under Tier 1 (General) or Tier 1 (Entrepreneur), or as a businessperson, a work permit holder, a representative of an overseas newspaper, news agency or broadcasting organisation, a member of the operational ground staff of an overseas-owned airline, or a Jewish agency employee;
you were given permission to stay under the Highly Skilled Migrant Programme after 7 November 2006;
you were given permission to stay in the past under Tier 2, have already given us evidence that you meet the Tier 2 English language requirement, and are applying to extend your stay;
you are applying because you have changed jobs, and you have already given us evidence that you meet the Tier 2 English language requirement; or
you are applying because you have changed jobs, and you have been given permission to stay in the past as a minister of religion on or after 23 August 2004.
So if the applicant is just extending his/her T2 and meet above condition, then the evidence of English language is not ncecssary for T2 extension application.

我没理解错的话，我是有上诉权的，并且应该有个“ notice of appeal ”附在拒信里吧？为啥我没看见呢？难道我理解错了？
that if u are tier 1 or extent cause u already meet the english ,i apply my tier 2 that time ,i sure need the english certificate.
what I said here is directly quoted from UKBA official information, so that is the rules which they will employ to make the decision of T2 extension application (not fresh first time application). If you don’t believe me, you can check this from the UKBA weblink which is provided at below.
