在UKBA网上下载到一个list （Register of Sponsors Licensed Under the Points-based System）， 里面总共有两万六千多个公司，请问是不是只有拿到这个list里面的公司的offer才有可能Tier 2 General？ 有家公司叫The Smith Institute for Industrial Mathematics and System Engineering，明明不在这个list里面，但是对方HR给的答复却说We are prepared to sponsor eligible candidates if we are suitably impressed by them。这是怎么回事？
