只有母亲一人永居，英国出生的宝宝可以入籍吗？

看版上的文章是有这样的成功的例子的。但是我今天自己填表读Guide MN1时发现一个问题：
Section 1(3)
A child born in the UK … will have an entitlement to register when their parents become settled …
这里用的是their parents.
而Section 1(3A)
A child born in the UK … will have an entitlement to register if either parent becomes a member of the UK armed forces.
这里用的是either parent，就是说只要一方父母即可。
如果一方父母永居孩子即可入籍，为什么Section 1(3)里为什么不写either parent?

我用的表格是Sept 2013的。请问这个表格文字上改动过吗？请问之前申请成功的各位，你们的guide上是怎么写的？有2013年9月以后用这个表格，父母一方永居也申请成功过得吗？
