Focus shifts to visa exit checks

After admitting the UK is unlikely to hit its targets on reducing immigration, the government is trying to salvage some credibility on the issue by pledging to keep a commitment to introduce exit checks by next April.
James Brokenshire told the FT the government was on track to introduce new checks on people leaving the country via all scheduled commercial air, sea and rail routes, to enable officials to pinpoint non-EU migrants who overstayed their visas.

“Exit checks will increase security and help us target migration abuse,” the immigration and security minister said.
The Home Office said that its exit checks would not apply to EU migrants, who have the right under EU law to move freely between all member states.
“This is not a tool to measure migration, this is tool to monitor overstaying,” said a Home Office official. “In the past, we would have to hope that a visitor would leave at the end of their visa, now we will have a list of overstayers.”
The efforts to clamp down on visa abuse by non-EU migrants comes as both the Conservatives and Labour harden their position on immigration in an attempt to halt the momentum of the UK Independence party.
Nigel Farage’s anti-immigration party won a second seat in Westminster last week in the Rochester and Strood by-election. Tory candidate Kelly Tolhurst said immigration was one of the first subjects voters raised with her on the campaign trail.
Labour has pledged to stop EU migrants claiming out-of-work benefits for two years – up from the current three-month restriction.
David Cameron is under pressure to deliver his flagship speech on immigration ahead of next week’s Autumn Statement.
The prime minister is exploring ways to make it harder for EU migrants to claim UK benefits, or even restrict flows of EU citizens to the UK, a policy publicly denounced by the Finnish and Swedish prime ministers.
The government’s attempts to clamp down on illegal migration have been hampered by a lack of any proper data on who is coming in and out of the country.
Although exit checks are now in the pipeline, officials admitted this spring that the “e-borders” database, that would record entry and exits for all visa holders, was being dropped.
More than a decade of delays, as well as a legal battle with the US company Raytheon which had been contracted to deliver the database, led to the programme being abandoned.
As a result, ministers will now monitor only those leaving Britain, relying on third parties such as airlines and shipping companies to collect the data for them.
As a result, ministers will now monitor only those leaving Britain, relying on third parties such as airlines and shipping companies to collect the data for them.
