小孩最近在英国出生，在他生的时候父母还都有各自的tier 2, 之后父亲已经换了PR, 母亲再过几个月也可以换PR了。 小孩目前已经拿了中国的护照，还没有办任何英国的签证
想请问一下：
1， 小孩是否可以申请PR
2， 小孩申请PR之前是否需要先申请dependent visa？
之所以问第二个问题是因为我看到ｇｏｖ网站上说

因为小孩出生在英国 所以没有申请任何在英国签证，所以不知道根据上面的第一条，是否需要申请
