分析的很对，不过就答案而言我有不同看法。

如果题目中给的答案是CANT TELL而不是NOT GIVEN, 那答案肯定是CAN NOT TELL.

我的理解，NOT GIVEN应该是结论里出现了条件中没有的东西（就是EXTEND了）。

逻辑分析： 条件－－－结论。
如果条件能推出结论，那么就是T； 如果条件推不出结论但条件和结论有一定关系，那么就是F；但如果条件推不出结论同时结论和条件完全无关，那么应该是NOT GIVEN.

返回这道题：

条件NOT ALL: 这是说的部门和全部的关系，但没有把部分具体量化，那么就是说部分可能是MOST,也可能是FEW, 也可能刚好一半。

结论most: 这个结论仅包括了条件的一种情况，所以条件是推不出这个结论的。但同时条件里确实暗示了结论，所以我不认为是NOT GIVEN.

我纯粹从逻辑学方面提出对T/F/NOT GIVEN这几个集合的不同理解而已，如果题目答案是NOT GIVEN的，那就遵照此类题默认的理解吧
