Yes. I know it is illegal. When i buy the property, i do not know the rule to rent out the property. After purchasing, i found i need a HMO. But according to council rules here, my application will be rejected because there are too many HMO properties within 50m circle (can not over 10% or the application will be failed) . Also if i apply for HOM and failed, i think council will keep eyes on my property and i do not have a chance to rent it out. I want to rent out my property to students without HMO. some of my friends rent out properties to many students as a landlord without HMO, nothing happened in the last two years. Now i want to the similar. I know you will get heavy fines if council knows this.
my question is :

if my property is residential property (not buy-to-let one), will it be regularly checked by council to see if it is rent out? how will council know this normally?

if no one report you, will it be highly possible to be found by Council?

Does HMO connect to the tax you have to pay? which means you can not hide your rent income if you have HMO?
4)If council find you are renting house with HMO, will they give you a chance to correct your behavior? or they give you heavy fine directly?
